The Systems Integration Portfolio Lead is responsible for leading technology transformation efforts within the company.  The position requires the ability to understand and champion the organization’s strategic plan, lead and negotiate strategy across the Advancement Office and its partners and lead execution of IT strategy for BCBSAZ. This position will also be responsible for overseeing and coordinating the technical operations of the Advancement Office program team. This position will lead cultural change for the future roadmap adoption, develop and coordinate technical transformation between IT departments within the BCBSAZ and ensure that the Advancement Office is achieving key deliverables to support BCBSAZ’s future state roadmap and technical transformation.

This position will act as a mentor to other leaders within the Advancement Office program team, providing opportunities for ongoing growth and development. This position will be responsible for overseeing the development of a large program team, and will play a key role in positioning this team to drive substantive change for the BCBSAZ enterprise.

Qualifications

REQUIRED QUALIFICATIONS

Required Work Experience

  • 3 years of IT management experience with demonstrated leadership responsibilities
  • 10 years of experience managing large, complex programs with multiple task orders
  • 5 years of experience leading complex technical transformations
  • 3 years of experience managing vendor contracts

Required Education

  • Bachelor's Degree in Information Technology, Business Administration, Finance, Accounting, Management, or related degree

PREFERRED QUALIFICATIONS

Preferred Work Experience

  • 5 years of experience managing healthcare related systems/programs
  • 3 years of experience as an Enterprise or Systems Architect with leadership experience

ESSENTIAL JOB FUCNTIONS AND RESPONSIBILITIES

  • Lead large multi-million technology integration initiatives to deliver the Blue Cross Blue Shield future state roadmap and enterprise transformation effort
  • Champion innovation and change in system capabilities and related risk management activities with stakeholder agencies
  • Lead large, diverse program team (100-200+ personnel) to deliver technology and implement new or enhanced system products and capabilities
  • Primary point of contact with the Advancement Office and IT on all program matters
  • Responsible for achieving program financial goals and managing costs and performance effectively to achieve schedule, compliance and key strategic Initiatives
  • Work with BCBSAZ leadership and stakeholders to create strategies to drive adoption of the enterprise transformation effort and related technologies
  • Develop IT transformation strategy with external stakeholders and ensure that strategy is implemented within the Advancement Office program
  • Work with IT leadership across academic, administrative, and healthcare functions to evaluate technical requirements, negotiate solutions and ensure adoption of systems transformation
  • Ensure IT solutions are developed to comprehensively solve the business needs of BCBS, considering lifecycle management, data management and analytics, access management, security, integrations and user experience
  • The position requires a full-time work schedule.  Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements
  • Perform all other duties as assigned

ENTERPRISE SOLUTION ARCHITECTURE

  • Use Solution Architect principles designing highly effective solutions that satisfy desired business outcomes
  • Define, operationalize BCBSAZ Cloud application development standards that drive overall system stability, efficiency, build velocity, auditability, and traceability to business requirements
  • Establish and lead collaborations, working groups, and/or architecture governance as needed to ensure swift needs identification and decision-making

COLLABORATION AND CONSULTING

  • Ensure cross-team coordination, within the Advancement Office technical team, with the rest of the Advancement Office program, with consulting resources, and with partner organizations (e.g., the Project Management Office, Enterprise Architecture, Security etc)
  • Provide direction and guidance to vendor approaches, ensuring solutions meet the needs of the program, and ensure the program is appropriately staffed by vendors/contractors where specific expertise is needed
  • Ensure consulting resources are highly integrated and efficiently used
