About the Job:

Blue Cross Blue Shield of Arizona (BCBSAZ) is urgently hiring a full-time, remote within the state of Arizona, Proposal Manager to lead a team responsible for completing proposals (RFPs) received from brokers, consultants, or employer groups, as well as bid intake and geographical information analysis.

Required Work Experience

  • 10 years of experience in Procurement, Benefits Administration, Marketing, Sales, or related field

  • 7 years of experience in healthcare insurance
  • 5 years of experience of working with brokers and health benefit consulting firms

  • Manage a diverse team under general direction of department leadership with sales and analytical responsibilities for securing new business and retaining current clients
  • Allocate team resources to accommodate current and potential workload to ensure that the highest quality work is produced while limiting overtime
  • Provide insights and recommendations to Sales based on the team’s analyses (e.g., Trend Reports, Win/Loss Reports, Procurement Calendar Views and utilization of tools)
  • Facilitate vendor searches and reviews, specifically related to Consortiums and Association services
  • Develop project briefs for team initiatives with minimal management involvement
  • Ensure corporate messages are used in Marketing produced materials
  • Develop KPI dashboards and track progress against performance
  • Develop and track and reconcile budgets for all areas of accountability
  • Manage and oversee contracts for services used by the team
  • Have advanced knowledge about medical products and networks, and a good working knowledge of clinical programs and value based arrangements
  • Assist senior RFP specialists directly with jumbo RFPs
  • Facilitate benefit review working sessions for new complex large group sales opportunities
  • Foster and improve collaboration and efficiencies with SMEs responsible for participating in RFPs
  • Develop a proficient understanding of BCBSAZ specialty products--beyond medical
  • Manage RFP response database, including ongoing cycle refresh of content
  • Oversee and develop workflow processes when team interfaces with third parties in which BCBSAZ does business
  • Develop strategic annual team plans aligned with company goals with minimal management invovled
  • Fill in as needed for department leadership
  • Play a leadership role within the department to reinforce department goals and team morale
  • Recruit, screen, recommend  and hire candidates
  • Onboard and train new staff to acquaint them to the roles and responsibilities of the entire team
  • Mentor staff to assist with professional development
  • Work with Marketing Communications and Corporate Communications to find opportunities to leverage one another’s programs and materials
  • Review RFPs to ensure brand and voice follow guidelines
  • Hold team to high standards and error free work
  • Track, refine and report progress on initiatives for executive view
  • Assess competitors’ product/service to assist in differentiating BCBSAZ 
  • Perform all other duties as assigned
  • Work a full-time schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements


Required Job Skills

  • Ability to lift up to 25 pounds
  • Advanced Microsoft Office skills - Word, Excel, and PowerPoint
  • Superior writing skills, including knowledge of Associated Press style
