Purpose of the job
The IT Environment Manager - will be responsible for coordinating, planning, and gathering requirements for lower environments (UAT, Training and Performance) that is used through all phases of the Software Development Life Cycle by various testing types (SIT, API, Functional, E2E, Parallel, UAT & Performance). And support training teams in the organization to ensure application set up and data readiness for training activities.
The IT Environment Manager will be responsible for defining, managing, and organizing the lower environments for all projects to reduce testing conflicts and to increase functional consistency and data synchronization between environments. Verifying Test data is present, testing schedules are communicated, and promotion of code and configuration is following change management and release management processes.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES
- Ensure Test and Training Environments (UAT, Performance, Training) are ready to be used by appropriate testing teams
- Ensure Data Governance rules are adhered to in the Test and Training Environments
- Establish and report on relevant metrics to show stability and cross project coordination in the Test and Training Environments
- Manage and Maintain the Testing Schedule Calendar for testing occurring in UAT and Performance environments
- Manage and Maintain the Training Schedule Calendar for training occurring in the Training environment
- Maintain a SharePoint repository of all test environments, including current versions and connectivity details
- Ensure Change Management is in place for all code deployment and configuration changes in the Test and Training Environments
- Coordinate and track application or infrastructure issues that are identified in environments bringing them to resolution
- Coordinate and track environment specific bugs that are identified and bring them to resolution
- Analyzing environment issues, identifying trends and taking proactive steps to resolve issues and co-coordinating for a long-term fix
- Analyze complex business needs presented by clients and contribute to the solution of complex technical problems with senior level skill
- Develop creative solutions to complex business and technical problems.
- Make decisions and recommendations taking into consideration an appropriate balance of business goals and technical goals
- Modify methods, techniques, and procedures for the Test and Training environments to achieve desired results
- Lead projects from a testing and training environment perspective and provide technical guidance to less experienced staff
- Provide input into Testing and Training Environments for projects relating to configuration, application and/or integration of company products and test data management
- Identify design problems with the Test and Training Environments and collaborate with others to resolve them
- Consult with others as required on matters with broad implications

- Communicate thought leadership and standard processes both internally as well as externally
- Provide mentoring to junior staff.
- The position requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements. Includes on-call rotation duties.

REQUIRED COMPETENCIES
Required Job Skills (Applies to All Levels)
- High PC proficiency
- Highly proficient in spreadsheet, database, and word processing software
- Ability to understand various processes and teams in SDLC.
- Understanding of API functionalities at a basic level
- Ability to create and run simple SQL queries.
- Proficient in use of project management/work tracking tools such as Microsoft Project and Azure DevOps
- Knowledge of HIPAA and standard healthcare industry code sets and their appropriate use

- Foundational understanding of testing processes within Agile delivery models
- Deep understanding of test data generation methods and strategies used for testing and training
- Understanding of design, develop, and implement software for technology-based products, solutions, or applications
- Apply knowledge of programming techniques to plan, develop, test and document computer applications and solutions
- Understanding of best practices for branching, merging and versioning of code prior to deployment to Test and Training Environments
- Be comfortable with uncertain, incomplete, or ambiguous information
- Ability to consult with knowledge experts to better understand technical testing environment requirements
- Work with all levels of management and functional areas in BCBSAZ and understand the potential implications of system changes to those areas
- Strong interpersonal and communication skills, with a problem-solving mindset
- Ability to quickly learn new systems and understand data movement within and between connected systems
- Proficient in End-to-End operational flows across various health plan domains (reports, commissions, claims, financials, customer service, operational reports, providers, products, and benefits, etc.)
- Deep understanding of testing methodology, terminology, estimation models, templates etc.
- Deep understanding of the Software Development Lifecycle and associated processes
- Demonstrated ability to identify and mitigate Risks and Issues related to Testing and Training Environments
- Proficient in estimating effort and allocating work across the team
- Strong understanding of information systems, business processes and the key drivers and measures for success
- Strong analytical and decision-making skills.
- Maintain confidentiality and privacy.
- Strong organizational skills.
Required Leadership Experience and Competencies
- Proficient in representing test status to internal and external teams
- Provide leadership, promote teamwork, meet objectives and exercise independent judgment
- Experience implementing projects and working collaboratively with other departments and various levels of administration
- Proficient coordination skills and the ability to present competing tasks to the business for prioritization
