PURPOSE OF THE JOB

Direct & organize accounting and finance operations including, but not limited to, managing staff, monthly close, ensuring documentation and controls are in-place and monitored, support internal & external reporting requirements and associated audits of BCBSAZ and its subsidiaries.

PREFERRED QUALIFICATIONS

1. Preferred Work Experience

· 7 years of management experience

· 10 years of experience in accounting and finance

· 3 years of finance experience in the healthcare industry with an understanding of claims processing as well as back-end financial processes and sytems.

· Experience with transformation & automation of accounting & financial activities and systems.

· Knowledge of Oracle ERP, Oracle EPM, and other systems, such as HRP, Alteryx, Domo, etc.

· Master’s degree in business or related field

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES

· Supervise all assigned teams in monthly close and quarterly annual supplemental reporting, including journal entry preparation, account reconciliations, analysis for actuals & comparative results to plan and forecasts.

· Support and develop new & existing staff for functional skills, leadership development and opportunities for self-development.

· Support and maintain internal control policies and procedures to ensure timely/accurate results.

· Design and implement automated processes where applicable to eliminate or reduce manual effort.

· Review & maintain elimination and consolidation entries to accurately report consolidated legal results for all levels of the organization for US GAAP and required Statutory reporting.

· Direct accounting & finance operations to prepare financial reports, analysis, projections, and recommendations on financial operations and their impacts, as required.

· Oversee payment processing and collections, including premium payments, claims overpayments and member refunds, ensuring processes comply with corporate and regulatory policies.

· Advise and support the teams responsible for product support, design, configuration, and development of ERP, EPM and other payment (premium and claims) systems with required definitions, testing and documentation as it relates to accounting & finance data and reporting.

· Ensure that accounting & financial operations activities/transactions meet all requirements in accordance with our provider contracts, member policies, the BCBS Association’s Inter Plan Program (BlueCard) requirements, Medicare, and the Federal Employee Program.

· Represent accounting & finance on large corporate initiatives that impact the operations or reporting. Ensure the staff is trained/prepared to operationalize and support initiatives.

· Oversee the development of business requirements to support system implementations or system changes, as they apply to accounting activities.

· Coordinate the Corporation’s Medical Loss Ratio (MLR) process as required by the Accountable Care Act, including ensuring rebate amounts are calculated timely, properly recorded in the financial statements, and properly communicated across the organization. Also ensure that all rebates, if applicable, are properly distributed in a timely manner.

· Regularly update and communicate consistent accounting & finance policies and procedures that reflect BCBSAZ values and ethical standards and regulatory & legal mandates.

· Respond to audit and management requests from auditors including internal auditors, Arizona Insurance Department, FEP, BCBSA, CMS, National Accounts, etc.

· Maintain effective working relationships across the corporation to ensure teamwork in achieving corporate goals or desired results.

· Participate in strategic planning activities and contribute to departmental and cross-functional teams to achieve BCBSAZ goals and ensure future success.

· Support BCBSAZ’s Mission to Provider and members, for the best value in health insurance and related health services to improve the quality of life for Arizonans.

· The position requires a full-time work schedule. Full-time is defined as working at least 40 hours per week, plus any additional hours as requested or as needed to meet business requirements.

REQUIRED COMPETENCIES

1. Required Job Skills

· Expert skill in financial processes including accounting, accounts receivable, cash, leases, fixed assets, etc.

· Knowledge of GAAP and SAP accounting.

· Strong communication (both written & verbal) and presentation skills.

· Proficiency in MicroSoft Excel, PowerPoint, and Word

· Proficient in technology to support a hybrid work envirnoment
